Status of current ELINT feature / U22A pod

What is the current status of the ELINT Feature?

Does the U22A work in the Southern Hemisphere? Im prepping a mission and no matter what I do, what patterns and altitude I fly, distance from target, and so on - the results on the ELINT Kneeboard page is way off. But if I put the same emitter on the Syria Map I get a fairly accurate position.

Also, now that we are on the topic, it would be nice to get some official Heatblur guidance on how to use it properly. There is no mention of how to do this in the Manual.
