Shoot software problem

I have a problem with shoot - i am using vista version, with framework 1.1 patch...When i use it in the game DCS Black Shark, when i issue a command it recognize it and sends keystrokes, but when i issue next command it sends previously command for the second time, and then issues a new one?

And alo I cant start up the ctrl+s settings window...when i press it nothing happens?
