F4e countermeasures wont deploy chaff when out of flares

So from what I have learned is you can only deploy either only flares or only chaff and flares with the only two modes being flare and normal.

If I use all my flares in either mode I cannot deploy any more chaff in the normal mode even though I get in the WSO seat and look at the panel showing I still have chaff left
