Mobile ground crew refuel

It appears that you can only refuel to 100% using the normal ground crew commands unless you use the kneeboard. The mobile ground crew can replace the external tank, but can not actually fill it up without using the kneeboard. Noticed this in the included Wrath of Thunder M05.

Experimenting further, this is just an issue with the Wrath of Thunder M05 mission because it doesn't have an invisible FARP. The module itself handles rearm / refuel from FARPs splendidly at present.
