Voice transmission delayed after pushing PTT (voice cuts out after releasing the button)

Sorry about posting in the wrong category, its the only place it will allow me to post (moderators, please move to the right place if possible)

 

Here is my issue: when I press the PTT button, green indicator lights up instantly but voice isn't transmitted right away (about 1 sec delay). When I release the button, the last second of my talking gets cut off. Already reinstalled DCS, updated all drivers (including BIOS), tried it on two separate networks (in two different locations), replaced headphones/ mic. 

If I use "Open Mic" function, I talk over the recipient as the voice delay is still there.

Any help would be greatly appreciated. Thank you.
