Additional Axis bindings possible?

I've noticed that the A10CII seems to be missing some items that would be ideal for axis controls, but don't have them - such as the RWR volume.  Is there a reason they don't exist as axis binds or just something not done back when?

 

If they are just missing, is it possible to add them at some point?
