Acquire on the move question

So I've been doing some testing and reading the manual and have a question about the AOM behaviour.

If I have 3 or more targets acquired in AOM, and there is a Transition Target selected (thick box), pressing point track slews the MMS to the TT, and the previous target I was on becomes the TT, so repeated presses of PT switches back and forth between the two.

If I have only 2 targets acquired, and there is a Transition Target, pressing PT slews to it and enters PT mode. If I then want to switch back and forth between the two, I need to press Area Track > Target Select > Point Track.

Just wondering if this is a bug, or if it's accurate and intended behaviour. If it is intended, what would be the rationale for having differing behaviour depending on if you have exactly 2, vs 3 or more targets acquired.
