Most likely the funds are only shadowed on your account - that is, the bank marks the money as reserved for a transaction, but since the transaction failed ED is unable to claim the money wherefore they remain shadowed.

 

The bank should automatically cancel the reservation after 5-6 bank days.

 

The only weird thing would be that this usually happens when the connection fails mid-transaction, not due to a bank refusal. Have you spoken to your bank to verify what happened at their end with the transaction?
