More options for FAC / AFAC

Maybe its possible to implement more options for FAC and AFAC.

 

- to reassign a target through FAC /AFAC after a "Unable to comply" by player

 

- to assign grounding planes / helicopters manually or automatic as a target by FAC / AFAC for the player
