I'm just wondering if I'm missing something obvious. Whenever I create a fast mission, my JTAC stays home. I take off, fly around, I leave labels on so I know there are reds down below but whenever I contact JTAC, no targets, cleared to depart.

Any ideas what I might be doing wrong?

Hit "ADVANCED MODE" at bottom of fast gen first window, set Blue vehicles to 'Min' and you'll usually have JTAC a good majority of the time. Just bump up RED's you want to fight to Medium and you should get some 9 lines then. Just need more targets and hope the 'random' generation places them close enough to call out. No way to guarantee it though vs making a mission/downloading one set.

You are doing nothing wrong. Unfortunately when DCS World creates Fast Missions it doesn't place the JTAC unit very intelligently and very often puts it behind a building or in the middle of a forest. You can check this once the mission starts press F7 until you see your JTAC (normally 2 Humvees).

The only way to fix this is when the mission Generates go straight to the Mission Editor, locate the JTAC on the map and drag it nearer to the enemy and on the side of a hill overlooking the battle area, then start the mission from within the ME. You will then get JTAC targets, I have to do this every time, it only takes seconds once you get used to it.
