Is Eyeball broke?

In SERPENTS HEAD mission, once you successfully bomb the compound the script says to contact "EYEBALL" the FAC at 131MHz for further coordinates.

 

I set the radio to 131 but cannot find the EYEBALL option in the subsequent LAlt Num+ combo or the \

 

Just...doesn't even show as an option. Where is EYEBALL?
