multiplayer ground unit targeting for air unit

question, i'm new to combined arms, so please bare with me.

 

in a senario, i'm playing as a battle commander on the ground as a tank, can i direct air units to attack ground targets as i laser them with IR or laser?

 

or is the only way to control unit within the f10 menu?
