Bricked Cougar Or Not???

I plugged my old cougar into the old XP machine to test a mod I did on a stick. That thing acts like it's not even there. I tried every trick I know. The software is good because I checked it with the new cougar.

 

I opened USBDeview and removed the Cougar. Plugged it back in. It should see a USB device has been plugged in and load the driver. Nothing happens :(

 

Any ideas out there?
