When I fly a mission online, does the DCSW download it to some location on my hard drive, from which I can save it and fly offline later, or is the mission stored on the server and there is no way to do that?

The mission is part of a track file.

 

You have to go into C:\Users\<username>\Saved Games\DCS\Tracks\Multiplayer to get the tracks.

 

You can then either directly open up the track file in the mission editor or open the track file with a program like 7-zip and delete the folders "track" and "track_data", then resave the file as a .miz.
