how to: Full screen resolution and picture ratio?

First ,happy new year to all !!!!!!

and second:can someone tell me please how can i keep a low resolution without having the picture necessary resized on my screen , for example if i put it on 1024 X768 (on my laptop 17inches screen) the game display doesnt occupy all the screen whatever i choose (4/3 , 16/9 19/10 etc). thanks
