Based on my experience. All DCS products except FC3: The STEAM KEY can be used to activate non-steam DCS World And non-steam KEY can be activated to STEAM account As far as now, the FC3 key via non-steam purchase still cant be transformed to STEAM. But I believe ED will share the datebase soon so this situation will not be long.

I can't activate my DCSWorld FC3 KEY to my STEAM account now. Anyone knows why?
