like SUNTSAG said you need to press the Comms key which is mapped by default to \ key on your keyboard (or you can change it in the 'assign controls'). The F10 selection will appear in there as per screenshot.
Hint for the future: all maps, missions, MP servers, utilize this Comms menu and F1 through F12 for mission customization, target selection, etc. It is a seriously archaic interface and the most confusing for the newcomers, but it is for it is. Maybe one day ED will add something more modern that's actually easy to use and understand...

check if the throttle lock is enabled (it's a pedal on the floor, next your left foot). When I fly Anton it sometime gets engaged without me pressing any buttons, and I don't even have any bindings assigned to it, neither on Hotas nor in Keyboard. It seems like some sort of a bug.
All you have to do is just click on the pedal and it'll release the throttle.

you need to map a Hotas button for "push to talk" in controls of the aircraft you're flying. The campaigns rely on the PTT button instead of the \ comms button to display wingman commands and other options.

just FYI a lot of MP servers have "HOT, No fuel" description for A8 (and P47 as well) in the role slots. It's due to the lengthy warm-up of the radial engines in-game, sort of a speedy way to get up and fly these birds 🙂 So they give you a warmed up engine, all you need to do is ask the ground team to fuel it up and off you go.
