Semi-automatic countermeasures mode is implemented. If placed in semi-automatic and you have a radar actively tracking you, pressing the CMD AFT (Manual 2 Dispense) will activate the semi-automatic dispense profile. This will depend on what the threat is, and it must be actively tracking you, not just searching. I have had a SA-2 Fan Song tracking radar actively track me, pressed CMD AFT (Manual 2) and the aircraft dispensed a single chaff per press of CMD AFT.
