Simple reason - economies of scale. If you're making a couple of thousand copies (eg as per the Blackshark manual) then the unit price might be vaguely affordable. Plus here in the UK we don't have pdf printing services in every village high street :)

There's so much content in the Hog manuals it's a shame they're not available to buy as a hardback book with glossy photos :)
