The first number is your expected fuel state when you reach that point.
The second number is more for arriving at a TACAN (or Carrier TACAN) on the normal descent (Navy operations) to get you to six thousand feet (the usual first holding altitude in Case III operations). For example, if that number was 25, you would idle the engines, then nose over to 10° descent when you reached 25 miles from the TACAN (or Carrier TACAN).

No, there is no auto-throttle in the F-16.

Yes there is a slew axis binding. I have bound x and y to the warthog throttle mini-stick to slew the radar bars around. IIRC slew only works on the shorter range settings. The bindings are called:
AN/APQ-159 Radar TDC Button - Azimuth
AN/APQ-159 Radar TDC Button - Range
They are under the Axis Commands drop down menu.
