Okay, so I just replicated this.
1 - Start a New Mission in ME for Syria Map
2 - Zoom into Aleppo Airport in the North
3 - Select Edit|Add Template from the drop-down menu
4 - Select Russian SA-2 Template on Template selection at right
5 - Left click on map for template placement -- nothing happens
6 - Select Create and Modify Templates icon on left
7 - Select Russian SA-2 Template on Template selection at right
8 - Left click on map for template placement -- template placed at mouse position

Introduced in 2.9. it's standard behavior in OB.

I see someone tagged this with "putting flaps down when too fast" - Thanks!
That's likely the issue as I am not below 250KTS. I'll do some playing around, but suspect that's the problem.
