I have exactly the same issue as 3xPickle, in both singleplayer and multiplayer. I can see datalink contacts if there is an awacs available but no contacts (friendly or not)whatsoever provided by the F-16 radar no matter what I do. Now, until recently I never had any issue with it...and neither do the guys I fly with. If I switch to ACM mode I am able to lock on to whatever is close to me but nothing shows up in RWS or TWS.
UPDATE: For future reference, reinstalling DCS seems to have solved the issue.
