Yes, I must agree that it is finicky. I trust that others have had success, but I haven't yet.

When you access the Rearm and Refuel window it reflects your current state of loadout. Is it possible that you are not returning the fuel to 100% before requesting the refuel? If you are not, then refueling will only return you to the level you had when initially opening the menu.
