So turns out it is Taz1004's optimized textures for the aircraft somehow affect the radio even though it's only a texture mod. Once I removed it the radio worked as expected.

Figured it out. Force Feedback was clicked on. Doesn't seem to affect the main DCS modules, but it removes trim from FC3 ones for some reason.
