Airfield ID numbers

My question pertains to F 15C modual which I have not FC3.

 

The current airfield ID list that I have is 1 thru 21 ID number's.

When I cycle through the ID's in the aircraft of those listed above I only get

 

2-4-7-9-11-15-21 and the rest are 27-29-30-31-33-34-39-40-42-44-47.

 

I have not seen anything in the forum about this. Is it not working or could I have a problem with my install. I have tried the repair but no change.
