I'm guessing the forward fins probably can be attached before flight, like AMRAAM for example.

 

I don't see any attachment points for them, though.

 

A brief google search for "new raytheon ramjet missile" indicates that it is indeed a ramjet-powered, tail-fin-only competitor to the AGM-88E upgraded HARM

Found it on Raytheon's HARM page but it has no wings??
