Where is the option to download Skins ?

If you mean, in the sim, there isn't one.

In the past there was the option to download skins that the community created

and now I do not find it

in the new interface of the site its gone

There has never been such an option in DCS World. Skins can be downloaded from the user file section of the ED website, there is no automated process.
