Looking at this site the latest the sun rises is at 8:28 AM in Tbilisi.

Twilight should probably kick in around 30 minutes prior give or take.

 

Yet if you create a mission at 8AM in the winter it is pitch black. At 9AM the sun still isn't over the horizon, though it's at least getting red. But the sky is still pitch black with stars everywhere.

 

I realize this isn't game ending stuff, but would be nice if it were a little more accurate. I am a Massachusetts native in the US, which is at a similar latitude and even accounting for our silly daylight savings it's surreal to me how dark it is in the game at that hour. It's more like what I'd expect in Moscow, given what I've seen there in the summer. (I've never witnessed the Moscow winter so I don't know from personal experience, but can imagine by inverting what recollect.)

I ran Joyride's Talon's Reach mission today with Fall as season at 8 AM and it too was pitch black. I thought it may have been another issue involving saving old missions in the new ME but it seems you have had the same experience with a mission created in the new ME.

Noticed the same thing - sun up time for the entire region seems to have changed by about +30 minutes. Not sure if this is a bug or a correction to reflect reality.

 

Edited to add: For today's date (11th October 2015) the sunrise time for Sochi should apparently be exactly 06:30. The latest the sun ever rises at Sochi will apparently be at 07:55 on January 4th 2016. It would appear that the sun times in 1.5 are quite a bit out from reality.

Just an idea, perhaps this bug is related to the curvature of the earth that was introduced with 1.5? Like, before, when the sun rose above the horizon, it was visible from all over the map - as the map was flat. Now, there is a true horizion and even when the sun rose above the edge of the map, it is not necessarily visibly at the same time anywhere else.
