Can't seem to lock and split sec frame delays

Hey good peeps, can anyone explain to me why my SU-27 doesn't lock onto any long range targets when I hit "Enter" after selecting them in my TDC . First mission in The Ultimate Argument seems to only allow close combat and not engage from long range, maybe I'm doing something wrong. Also graphics wise it does this brief split second stop start thing and doesn't run smoothly, a few times it's run ok but only when I lower the settings and yet I think I have quite ample graphics and ram, wondering if there are any other settings besides in the options menu. I have a MSi Dominator Pro LT GeForce NVidia GTX 980M 8GB i7 16 GB RAM. I run it through a UHD Samsung 55" Tele , looks great but it's strange how other games like Batman Arkam Knight or The Witcher Wild Hunt , Project Cars , Battlefield 4 etc.. high end graphically demanding games can run in a higher Res with max settings and it doesn't miss a beat with good frame rates but with this program it seems to faulter sometimes, can anyone explain why this happens?

Desperately trying to get to the next mission, I mean like this is all I play and totally enjoying and engrossed and been sooo close but always seem to come undone, man I been killed more times than the Coyote so any help would be much appreciated, thankyou kindly :noexpression:
