Chaff not being rendered?

Is this normal that chaff doesn't seem to do anything other than making a sound effect?

If you go to F2 view you should see what looks like beach ball sized puffs of foil strips coming out from behind you. It's pretty hard to see them at first. Try popping chaff and pausing in external view right away and looking for them that way.
