Problem with GROUP STOP trigger action

The GROUP STOP trigger action seems to work very intermittently. I've attached a simple mission where 2 groups are supposed to stop until the truck is destroyed. Sometimes they both stop. Sometimes only one stops. Sometimes neither stops.
