Flaps lag

There's a big lag/delay when using flaps. For example when I fully lower them, I must wait sec or two to get them back up.

 

This is intentional I assume?

Nevermind, they work differently than I thought.. can't go back from full to half. However there's some bug, I had flap handle "retract" position and flaps were down full, which shouldn't be possible.
