What do icons at bottom of profile mean?

There are 3 icons at the bottom of the user profile, the first being either a red off or green on. What do they mean?

The first - shows off when someone is off-line, or on when they're on-line.

 

The second - when pushed allows you to add or deduct reputation for that poster.

 

The third - allows you to alert a moderator if you find a post offensive.
