crosswind and HUD alignment affect...

When flying the F-15 I sometimes find the pitch ladder is off center on the HUD. I also notice the velocity vector as well is off center along with it. However when this occurs the speed and altitude indicator tape stay centered on the HUD.

Is this how the HUD indicates a crosswind?
