does refueling also fill up the water tank? if not, will there be a way to top off?

What kind of refueling are you talking about? On ground/deck with ground crew or air to air refueling?

 

With AAR, no it won't fill up your water tank. While on the ground/deck, yes it will, it's automatic. As long as you modify/change your loadout/fuel percentage.

 

ah i see what happened. so my setup is, i just landed at an airstrip in Normandy with 50% fuel and no loadout. i had the crew refuel to 70%. when it was complete, i took off, and no water was added.

 

i just repeated the steps, except this time i waited longer, and they refilled water after "rearming". i assumed it would be part of the fuel process but its part of the rearming process

We will check the process and make sure that it happens whether you change your loadout or not.
