Civilian traffic

Is there any way to have civilian traffic on but have it avoid an area where there are military forces.

 

I built a mission recently for the harrier and I have a row of tanks crossing a bridge with some infantry near by, and during the fight there are civilian vehicles driving around as if nothings happening.
