Searched, but did not see a similar thread.

DCS 2.5 installed from OB, did not launch full screen. I went into options and checked the full screen checkbox. DCS then went full screen, but menu options did not align with their displayed screen positions. I had to zigzag my mouse across the screen to find where the menu buttons actually were. When found, they highlighted normally. Changing resolution from default 1920x1080 to 2460x1440 solved the issue.

Awaiting: DCS F-15C

Full screen issues, especially when running resolutions less than native, have been noted and discussed many times in 1.5 and 2.2. Sad to see there are still issues with 2.5.

One of the recommended steps after upgrading was to remove your options.lua file.

then launch DCS, which will re-create the file, i suppose with additional settings.

Did you try that?

I never run the game in Full Screen myself, windowed mode fills the screen anyways and a LCTRL and ENTER swaps to full screen if required

Not really anything to do with the options file. This topic has been discussed ad nauseum in these forums.

The main reason I use full screen, is that tearing occurs when not in full screen if vsync is switched off. There is also an argument that full screen allows the GPU to have total control, rather than Windows system partially managing the graphics in non-full mode.

Not sure about LCTRL and ENTER, the normal to get into full screen is ALT and ENTER.
