Flaps "Cycle" Button Map

I've mapped the flaps "cycle" command to my X-55 HOTAS. It works great with mission starts in the air. However, when I start a mission, say, on the runway, the button does not work until AFTER I've mouse-clicked the switch on the panel. Once I've done that, the mapped button begins to work.
