setting ATC speed and baro/rad elevation?

1. Does the ATC when engaged only assume the current speed of the aircraft or can you input some other demand speed or can it do both?
   
2. Does the baro or rad A/P have the ability to input another altitude other than what the plane is currently at when engaged?
