Carrier lights not coming on with overcast?

Hi Folks,

 

I found last night that if I introduce an overcast the lights on the carrier do not come on when you call for landing.

 

I turned the overcast off and kept the time of day the same and when I called for landing the lights came on.

 

Anyone else finding this or is it a fault with my set up?
