Light on refuelling probe

If I start on the deck in the dark when I extend the refuelling probe there is a light near the base, which is on. If I start a mission in the air, when I extend the refuelling probe the light is not on, and I cannot find any combination of light switches to get it to turn on...am I missing something, or (minor considering it works from a deck start) bug ?

Is the external lights master switch in the fully forward position?
