They are not supposed to be navigated to. If you want to navigate to them anyways, then the RIO will have to use his TID for that.

 

If they are not supposed to be navigated to then, what is the point in having those in ME in the first place?

 

Is there any way JESTER can navigate to DP or HA, because I do not want to switch back and forth, while in the pilot's seat?

The purpose of those navpoints is to increase Situational Awareness. For example, if you set the HA (Hostile Area) navpoint on an enemy airbase or SAM site, you will see it on the TID when flying in the nearby area, which helps you to steer clear of the threat. That's the purpose of those navpoints.

No, there is nothing Jester can do with those navpoints.
