Need help with using Gimp 1.10 to alter skins for AV-8B

I wanted to use Photoshop, but I don't think the Nvidia .dds plug in works for my version, it's from CS2. That being said, I've tried to use Gimp 2.10 to mod the skins in the AV-8B and its not working properly. The mods only show up when I'm zoomed up close to the aircraft, so I know the minmaps are getting the mods. Also, I'm not seeing the graphics in layers like I should. Any help will be appreciated.
