You don't need boresight mode enabled to use VSL HI/LO, PLM and PAL. I never use boresight, but use those modes all the time, in normal.

 

Also, I'm pretty sure that, with the ACM cover up, and in normal(not boresight), the Phoenix is still going pitbull right of the rail, but still requires you to have a radar lock allready.
