DCS can't keep modifiers stored when changing config with device disconnected

If you set up a modifier for a controller button, such as an xbox gamepad, close the game, disconnect the gamepad, open the game, and change any commands assignment in any device, such as a keyboard shortcut, while having the xbox gamepad disconnected, the next time you open the game with your xbox gamepad connected, the modifier will be gone.

 

this is awful, now I have to have all my controller devices connected when setting up command assignments, otherwise I'll lose all my modifiers from those devices.
