mission editor request: make F-16 available for all countries

Hi, just wanted to remind the folks at ED to do as they did with the flyable F-18: please make the flyable F-16 available for all countries (not just USA & AUSAF) for the convenience of mission making, flexibility in coalitions, easier scripting, etc.
