Flak 18/36/37 doesn't shoot at vehicles and ships?

Flak 18/36/37 does not shoot at vehicles and ships. I know it's an anti-aircraft weapon, but General Erwin Rommell would laugh at such a thing if he saw something like that.

Flak 38 and Flak 38 4 x 20mm have no such problems.
