stopgap measure: static ground crew, equipment

Hello,

while animated ground crew akin to the Super Carrier module is a planned feature, it's probably not coming anytime soon.

Since the carrier module comes with animated and static deck crew, i got the idea that ED might as well release some static ground crew and airport eqipment for us to place on the airfields.

Owners of the carrier module will surely be able to place the deck crew on airfields, but they will look out of place, as they are easily reckognized as navy personnel.
