I was hit by a 9M311 without a lock...only launch warning

 

Tunguska (SA-19) (that can launch 8 of 9M311 missiles in ready state) doesn't need radar for the guidance.

The missile is radio controlled and guided using a optical, TV or FLIR.

 

Only Tunguska cannons are radar guided, and that when it is intercepting missiles and low altitude, fast flying targets.

Tunguska are nasty SAM's as you do not get warning than that lucky missile launch warning.

 

The search radar that you see rotating top is used only for a searching targets autonomously when not part of the IADS or other search methods (observation posts etc) that informs the crew the where the targets are coming.

 

So example helicopters do not even get that warning.

It is command guidance to the missile, they're not actually riding a radar beam. It can use the radar to generate the commands, or the EO system in which case you would get no warning. The encyclopedia is probably a bit wrong there.
