Performance issue

Playing su 25t after many years,last time played in old Flaming Cliffs,now in Dcs world 2.5 I have fps from 60 to 30 but in some moments drops to 9-7 and game completely stops for example when is too much activity and units on the ground.I try to improve this with settings,hundred combinations and no results.I have this configuration i5 3470 cpu,gtx 960 with 2 gb memory gpu and recently I installed 8 gb Ram now I have 16 gb Ram.In my effort to solve this problem I m thinking to buy Gtx 1660 super,I know that I should by new system but now I m on low budget for this.Is this gpu worth buying for improving my performance in DCS?

Im currently playing on a laptop that has a 1660ti Im getting 50 fps average at 1920x1080. according to PCbenchmark the latop 160ti is low on the performance specs compared to a full unit so I hope that helps?
